A cartoon broadly is what something a person draws (either by hand or using computer tools) to create humour/make fun/ridicule to satirise. The concerned person must have the ability to draw. A meme is broadly manipulating an already existing picture to create humour, fun, comment, ridicule, satirise. Cartoons usually are drawn by professionals. Meme by common people with a sense of humour and skill of manipulating picture and graphics on computer. In a way you can call the difference is like professional journalism and citizen journalism.
